Another thread's apply observer notifications did not complete within
`APPLY_NOTIFICATION_WAIT`. Waiting is abandoned immediately rather than retried, so that a
slow or blocked foreign observer cannot stall the capture for `MAX_IDLE_ITERATIONS` waits.
