ApplyNotificationsTimedOutAnother thread's apply observer notifications did not complete within APPLY_NOTIFICATION_WAIT. Waiting is abandoned immediately rather than retried, so that a slow or blocked foreign observer cannot stall the capture for MAX_IDLE_ITERATIONS waits.
